The Comprehensive Addiction and Recovery Act (CARA) is the most expansive federal, bipartisan legislation to date for addiction support services. The bill passed the U.S. Senate in March 2016 with proposed efforts to provide resources and incentivize state and local communities to expand drug treatment, prevention and recovery efforts. This resource provides an overview of CARA and the six key elements of addressing addiction: prevention, treatment, overdose reversal, recovery, law enforcement, and criminal justice reform.
